JoAnn Joselyn of the National Oceanic and Atmospheric Administration says the warning, posted online and relayed through a special system, gives power companies time to align circuits to lower or avoid damage from electrical surges. Satellite operators can turn off equipment or prepare to send corrective signals to their spacecraft.Scientists have plotted 23 solar cycles, using historic and modern measurements. However the current cycle may be the most disruptive ever because much of the vulnerable communications technology now in use is new and has not tried maximum solar activity."The explosion in technology is intersecting with an extremely disturbed space environment," Joselyn said. "There is really a lot higher risk now because we depend on technology that is vulnerable."Joselyn said energy bursts in the sun can cause an electrical charge to develop on the surface of satellites, triggering phantom signals.In a earlier solar cycle, she said, small rocket thrusters with a satellite suddenly started firing, sending the spacecraft from position. Control of another satellite was lost when its gyroscopes were disrupted.Cellular telephones might be vulnerable because they can use the ionosphere ?— the spot of electrically charged gases in the upper atmosphere ?— to send radio signals, and bursts from your sun can disturb the ionosphere. Some mobile phone systems depend on satellites which might be at risk too.

The doctors from California have chosen her as their first case. It's far too late, though, for another one-year-old boy. A few weeks ago he was saying "mama" and "papa." Now he rarely even opens his eyes. "It seems to me he has no reaction," his mother says. The doctors already operated about the boy, but something went wrong. They told the mother there is nothing more they can do. She should take her son home to die. "I can't go along with our doctor's decision," she says. Though the Americans can't help -- he suffered irreversible brain damage through the operation. It's a sad story which is too often repeated here. Each year about 50,000 Russian children are born with heart defects, but in all of Russia there are only two hospitals that could treat them. One doctor says his department are capable of doing just 200 heart operation a year. "The state has no money," he complains. Without surgery, 70 % of the children will die before their first birthday. Should they had been born in the United States, their potential for survival would be 95 percent. There are some problems the American doctors can't possibly fix. There are shortages of equipment, medicine, and even ordinary supplies. Russia's doctors know what needs to be done to help the children but they lack the resources and experience to make it happen. For the surgeons on the UCLA team, these heart operations are fairly routine. By watching the Americans at the office, the Russian doctors study the latest procedures and techniques. "I think it becomes an opportunity for them to see how we all do things," an American doctor explains. After five hours of delicate surgery, there's good news for one girl and her mother. "Everything is ok," the doctor says. "She must have a relatively normal heart." "We never dreamed that American doctors would do the operation," says her mother. "We were lucky. Two heads can beat one." Together the Russian and American doctors saved five little souls this time. That's five happy endings among numerous broken hearts.
